Obituary for Joseph F. Monaghan

LATHAM – Joseph F. Monaghan, 86, attorney and a former long-time resident of Watervliet, passed peacefully into eternal life on his wife Gene’s birthday, November 5, 2018 surrounded by the loving presence of his family.

Born in Troy on April 3, 1932, Joseph was a son of the late Peter J. and Evelyn J. (Bouchard) Monaghan. He was raised in both Watervliet and Troy and was a graduate of Sacred Heart School in Troy and Catholic Central High School, Class of 1949. In 1954 he graduated Cum Laude from Siena College earning a Bachelor of Arts degree and in 1957 earned his Juris Doctor from Villanova Law School. He passed the New York State Bar Examination in 1957.

Joseph enlisted and served in the U.S. Army Reserves from 1951 until 1957 and was a member of the 367th Field Artillery Battalion having obtained the rank of sergeant.

He began his legal career in 1958 as an associate and partner with the John F. Kelly Law Office in Cohoes and in 1961 founded the Joseph F. Monaghan Law Offices in Watervliet. He worked as a sole practitioner and provided legal counsel to the residents of Watervliet and the surrounding communities until his retirement in 2016. In addition, Joseph served the City of Watervliet as Deputy Corporation Counsel from 1964 until 1990 and as Corporation Counsel from 1990 until 2008.

He was a member of the Albany County Bar Association, the Rensselaer County Bar Association, New York State Bar Association, all New York State Courts, U.S. District Court for the Northern District of New York, the Committee on Character and Fitness, Appellate Division, Third Department, New York State Supreme Court. He served on the Board of Trustees of Pioneer Bank from 1970 until 2007, the Watervliet Public Library from 1983 until 1998 and the Watervliet Civic Center from 1960 until 2009 after which he was appointed an Emeritus member of the Board.

Joseph was also a member of the University Club of Albany, the Van Schaick Island Country Club, Watervliet Knights of Columbus, Father Van Rensselaer Assembly, 4th Degree Knights of Columbus, Watervliet Elks Lodge, Watervliet Rotary Club, Siena College Alumni Association and the Villanova School of Law Alumni Association. He was a communicant of the former Sacred Heart of Mary Church in Watervliet where he enjoyed membership in the Men’s Association of Sacred Heart of Mary (MASH). In recent years, he was a communicant of Our Lady of the Assumption Church in Latham. Joe enjoyed golfing, traveling and solving crossword puzzles. He was an avid reader and took great pride in attending his grandchildren’s sporting events and activities.

The Monaghan family wishes to extend their heartfelt thanks to Joe’s long-time physician Dr. Richard Lavigne and to his neighbors and friends at Hearthstone Village in Latham.

Joseph was the beloved husband of the late Gene A. (Degen) Monaghan with whom he enjoyed more than 53 years of marriage before her passing in 2015. He was the loving father of Joanne M. (Joe) Rourke of Colonie, Patricia A. (Gil) Chase of Gansevoort, Joseph P. Monaghan of Clifton Park and Erin M. (Tom) Huerter of Clifton Park; cherished grandfather of Cecelia and Hayley Chase, Thomas, Kevin, Meghan and Jillian Huerter and Matthew Rourke; dear brother of (his identical twin) Peter A. (Janice) Monaghan of Latham and the late Ann Marie Monaghan; devoted uncle of Jon and Christina Monaghan; dear cousin of Sr. Lucille Theroux, CSJ of Latham and was a long-time dear friend to the late Jack Gaffney.

His funeral will be held from the Parker Bros. Memorial, 2013 Broadway, Watervliet on Thursday at 9:15 am and then will proceed to Our Lady of Assumption Church, Latham, where at 10 am the funeral Mass will be celebrated by the Reverend Geoffrey D. Burke, pastor. The Rite of Committal and interment will follow in St. Patrick’s Cemetery, Watervliet. Friends are invited and may also visit with Joseph’s family on Wednesday from 4 until 7 pm at the funeral home.
