Obituary for Robert A. Quinn

Gainesville, FL Robert Arthur Quinn, 94, died peacefully at Oak Hammock at the University of Florida on Friday, August 5, 2011. Born in Albany, NY to the late Frank J. Quinn and Helen G. Quinn, Mr. Quinn graduated from Christian Brothers Academy. He graduated in 1941 from Union College with a degree in Economics and earned graduate credit in public administration from Syracuse University. Mr. Quinn served in the U.S. Army during World War II. Mr. Quinn joined the New York State Department of Civil Service in 1942 as a Junior Personnel Technician. He served in various divisions of the department, becoming Deputy Administrative Director in 1971. During his career he also served as Director of the Health Insurance Program, and Director of Recruitment and Examinations. For several years he was a member of the State Merit Award Board, until its functions were transferred to the Civil Service Department. Upon his retirement in 1979 after 37 years of service, he was awarded a Certificate of Distinguished Service from the State Civil Service Commission. During his career he served as president of the Albany District Chapter of the Public Personnel Association, director of the Capital District Chapter of the American Society for Public Administration, chairman of the Blue Cross Board of Directors, a trustee of the Council of Community Services Health Insurance Plan and a member of the Blood Steering Committee of the Red Cross.

Bob was the beloved husband of the late Frances Lister Quinn and the late Maida “Mickey” Hartman Gallagher. Bob leaves behind his and Maida’s children, Gayle Quinn (Bruce) Wheeler of Gainesville, FL, Janet Quinn (Paul) Smith of Park City, UT, Jamie Gallagher (Tom) DeCanio of Altamont, NY, and Jay (Eileen) Gallagher of Deltona, FL, nine grandchildren (Michele, Billy, Sean, Shayna, Kalyn, Jean, Julie, Tyler and Remy) , eight great grandchildren (Billy, Julia, Joshua, Emma, Gina, Shane, Gianna and Sydney) and many nieces and nephews. Mr. Quinn was predeceased by his daughter, Jean A. Quinn, his brother, Raymond J. Quinn, and his sisters Frances (John) Ostrander and Marjorie (Donald) Glastetter.

Bob was a gentleman with a strong work ethic who loved life, had varied interests and enjoyed people. He was a member of Pinehaven Country Club in Guilderland where he enjoyed golf. He was a blood donor, an avid reader, a bowler and competitive bridge player, a devoted fan of the Yankees and the NY Giants, and at the last, a Gator fan. Mr. Quinn was a communicant of Our Lady of the Assumption Church in Latham, NY where he served as a lector. Upon moving to Florida in 2009 he attended Holy Faith Catholic Church in Gainesville.

Family and friends are invited to attend a celebration of life reception on September 29, from 5 to 8 p.m. at the Desmond Albany Hotel , 660 Albany Shaker Road, Albany, and the Mass on September 30 at 10 a.m. at Our Lady of the Assumption in Latham, NY. Internment will be at St. Agnes Cemetery after the Mass. In lieu of flowers, memorials made be in his name to Christian Brothers Academy (Albany, NY) or the Alzheimers’ Association (www.alzheimers.org). Please sign the guestbook in the Albany Times-Union.
